There's just not enough incentive for people to play. Either that or newcomers just find the game too difficult to grasp as the skill gap of all the veteran players are way too far.

Is there ever an incentive to play on a ladder that gives nothing in return?

For money tournaments is about the only way people will even give GB a shot for QL.
