I think you only get locked if you abuse CMRS by:

Disputing more than 3 matches and getting the loss for each in a row.
Fake evidence - If the majority of people report the proof as invalid.
Free winning

Also If i play you souless and you beat me 2-0 and I reprot i won 2-0 i would get locked for that, People are being smart and reproting "I had a problem with this match and would like to dispute" You can not get locked for that.

Yes thats right because "I had a problem with this match" means that you are claiming that they were a "problem" with the game, ie: being that your suspect your opponent aiming or the game server is down and that you had lag issues etc.

If you report that you won when you haven't really then you will get banned regardless whether your accusation is right due to the fact that you disputed on purpose, thanks for pointing that out.
