CWL National Qualifiers will take place in the original National Circuit locations:

CWL National Qualifier – Germany Official Rules

The CWL National Qualifier (the “Qualifier”, or “Tournament”), is governed by (i) the 2019 CWL Handbook (the “Handbook”), (ii) these Official Rules (the “Official Rules”), and (iv) Major League Gaming Corp.’s (“MLG”) Terms of Service and Privacy Policy. If there is an inconsistency between the Handbook and these Official Rules, these Official Rules shall control. Defined terms used in these Official Rules have the meanings and definitions ascribed to them in the Handbook, unless otherwise noted herein.

PARTICIPATING AND/OR WINNING A PRIZE (IF APPLICABLE), IS CONTINGENT UPON FULFILLING ALL REQUIREMENTS (INCLUDING ELIGIBILITY REQUIREMENTS), SET FORTH IN THE HANDBOOK AND THESE OFFICAL RULES.

THESE OFFICIAL RULES AND ALL DISPUTES RELATED TO OR ARISING OUT OF YOUR PARTICIPATION IN THE CIRCUIT ARE GOVERNED BY A BINDING ARBITRATION CL1E IN SECTION 15 OF THE HANDBOOK AND A WAIVER OF CLASS ACTION RIGHTS. THAT CLAUSE AFFECTS YOUR LEGAL RIGHTS AND REMEDIES, AND YOU SHOULD REVIEW IT CAREFULLY BEFORE PARTICIPATING IN THE CIRCUIT.

1. Eligibility. Eligibility for the Qualifier is as set forth in Section 3 of the Handbook. Åland, Albania, Andorra, Armenia, Austria, Belgium, Bosnia-Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Faroe Islands, Finland, France, Germany, Greece, Greenland, Hungary, Iceland, Isle of Man, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Macedonia, Malta, Moldova, Monaco, Montenegro, Netherlands, Norway, Poland, Portugal, Republic of Ireland, Romania, San Marino, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, United Kingdom, and Vatican City Residents only. Additionally, three Players from each team must be from Germany and/or the Netherlands. Teams competing in the CWL Pro League are not eligible for the National Qualifier. Players on the substitute roster of a CWL Pro League Team are eligible for participation in the National Qualifier.

2. Roster Rules. The Player which created the Team on GameBattles will be the captain of the Team. Teams are not allowed to make changes to rosters after the roster lock date.

3. Broadcast Rules. Administration reserves the right to broadcast any Matches during the Qualifier. If Administration chooses to broadcast a Match, Administration staff members will notify players via message and such Administration staff members must be allowed into each Game.    Players are allowed to broadcast their own Matches. Administration may revoke the privilege for Players to broadcast their own Matches at any time for any reason.

4. Prize Awards. Information on the distribution, eligibility and requirements to win a prize (if applicable) are as set forth in Section 10 of the Handbook. The Qualifier will award the winning Team five (5) round-trip coach class airfare for winning Team from the major airport nearest to Team’s residence to the airport closest to the applicable event venue, three (3) days/four (4) night hotel accommodations (3 rooms, double occupancy), and one (1) Team Pass to the CWL Las Vegas Open – approximate retail value (“ARV”) of Prize $8,000.00.

Travel must be round trip. Administration will determine airline, flight itinerary and hotel accommodations in its sole discretion. If in the judgment of Administration, air travel in not required due to winner’s proximity to destination, ground transportation will be substituted for round trip air travel at Administration’s sole and absolute discretion. The difference in value will not be awarded to the winner. No refund or compensation will be made in the event of the cancellation or delay of any flight. Travel and accommodations are subject to availability. Travel is subject to the terms and conditions set forth in these Official Rules, and those set forth by Administration’s airline carrier of choice as detailed in the passenger ticket contract. All travel must be must be arranged with Administration a minimum of forty-eight (48) hours after the completion of the Qualifier, and is subject to availability and Administration’s approval. If winner is unable to fulfill the prize during the time period, winner forfeits the prize in its entirety and an alternate winner may be selected, in Administration’s sole and absolute discretion. All travel dates will be determined by Administration, and once made may not be altered except by sponsor, in its sole discretion. Meals, taxis, incidentals, tips, telephone calls, or any other personal expenses incurred during the trip are the responsibility of the winner. Winning Team is responsible for obtaining travel insurance (and all other forms of insurance) at their option and hereby acknowledge that Administration has not and will not obtain or provide travel insurance or any other form of insurance. Winning Team is solely responsible for obtaining any identification documents necessary for domestic travel or appropriate documents for international travel, if applicable. All costs, taxes, fees and expenses associated with any element of the prize not specifically addressed above are the sole responsibility of the prize winner. Winner will be issued a 1099 tax form for the actual value of the prize.

Winning Team may not substitute, assign or transfer prize, or redeem prize for cash, but Administration reserves the right, in its sole discretion to substitute prize (or a portion thereof) with another prize of comparable or greater value. All prize details are at Administration’s sole discretion. If the actual value of the prize is less than the stated ARV in these Official Rules, the difference will not be awarded in cash.

6. CWL Pro Points. CWL Pro Points for the Qualifier will be distributed to each Player on a placing Team as follows:

    Bracket Play


    1. Double Elimination: This tournament is a double elimination style bracket.
    2. Default Start Time: All round one (1) Matches have the same default start time. After round one (1), all Matches have a unique default start time that is dependent upon the time at which the teams’ previous round results were submitted. Matches must be started by their default start time and played until completion. Postponing matches is only at the discretion of Administration staff.
    3. Double Forfeit: If a Match is not played and neither Team submits a ticket requesting the forfeit win, or both teams otherwise forfeit a Game/Match, the Game/Match win will be awarded to the higher seeded Team.
    4. Seeding: Teams will be seeded by CWL WWII Pro Points at the close of registration. The higher seed is determined by the team with the seed closest to zero (0).
      • Example: Seed four (4) is a higher seed than seed ten (10).
    5. Game Types in Rounds: Game types will be set for each round of the bracket. These game types must be played and may not be substituted out.

    Hosting


    1. Host: Higher seeded Team must choose to act as Team A or Team B. Team A gets first choice of which game they would like to host. Team B gets second choice of which game they would like to host. Team A gets third choice of which game they would like to host. Team B hosts the remaining two games. Side choice will go to whichever team is not currently hosting the game.

    All Matches


    1. Warm-up: No warm-up or practice games are permitted once the Match’s first Game has begun. If a Match is played before the scheduled time, it will not be considered a warm-up and will count as the official results.
    2. Delays: Teams may not delay the start of a Match beyond its scheduled start time, without the approval of an Administration official.
    3. Lag: In the event that lag occurs, the game should be completed. The player(s) that are experiencing lag should take video proof, and provide it to Administration live support after the Game has concluded. If lag is occurring, it is recommended that multiple Players provide proof of the lag. Leaving the Game prematurely may result in a forfeit of the round or Game.
    4. Disconnections: If a Player disconnects within the first thirty (:30) seconds and/or before the first kill, the Game should be ended. All Players must leave the Match to end the Game.
      • If a Player disconnects after the first thirty seconds (:30) and/or the first kill, the Game must be continued and the missing Player should rejoin the Game. If the Team with the missing Player leaves the lobby, their Team may forfeit the round/Game in question.
    5. Normal Boundaries: Players who move their character outside of the normal boundaries of a map may forfeit the Game. Moving outside of the normal boundaries of a map includes but is not limited to part of the character’s body passing through what should be a non-permeable surface or object, and moving into any area from which your character registers shots on an opponent who is not able to register shots on your character.

    Reporting


    1. No Shows: All no shows must be verified by a Administration official. The No Show grace period time is fifteen minutes (15:00) after the Match's original start time. For example, if a Match is scheduled for 10:00 PM, the no show time for this Match would be 10:15 PM. In order to contact an Administration official use Live Support. If an Administration official isn’t available, a ticket must be submitted immediately. The ticket must include proof that their opponent did not show. To dispute your Match, select "I'm reporting: my opponent did not show" under “report problem” on the Match page.
    2. Time Limit: Both Teams must report the Match results within ten minutes (10:00) of its completion. Failure to report the Match results on time or respond to any messages that you receive from an Administration official may result in your Team receiving the loss.
    3. Report Match Score: Please report the Match results on your Match page. To report the Match results, Teams must report the Match score accurately, with overall Games won being reported. For example, the Match score can be reported as 2-0, 2-1, 3-0, 3-1, or 3-2 depending upon the Match length. Reporting the individual points for each Game is optional.
    4. Code of Conduct: Participation in the Qualifier is subject to the Code of Conduct set forth in Section 6 of the Handbook.  Violation of the Code of Conduct may result in a penalty, or penalties, as set forth in Section 7 of the Handbook. Any violation of the Code of Conduct must be verified by an Administration official. In order to contact an Administration official use Live Support. If an Administration official isn’t immediately available, a Ticket must be submitted immediately, along with proof, screenshot or video, of the violation..
    5. Proof: We highly recommend that proof is taken with the console's built in recording system to gather proof. At least one member of each Team should take a video or screenshot(s) of each game’s results in case proof is needed for a dispute. All proof should be clearly visible and contain the Game score, all players on both Teams, and a time stamp.
    6. Disputes: In order to dispute Game results, Players/Teams must notify an Administration official, via Live Support or Ticket submission, that they would like to protest the Game before a new Game has begun. In order to dispute Match results, Players/Teams must notify an Administration official, via Live Support or Ticket submission, that they would like to protest the Match no longer than fifteen minutes (15:00) after the end of the Match.
    7. Concessions: Teams may request that they be allowed to concede victory of a Game. Teams may request that their opponent not receive a forfeit penalty. An Administration official must be contacted with these requests. In order to contact an Administration official use Live Support.
    8. Dispute Evidence: In the event of a dispute, please provide your video / screenshot proof to tournament live support. If you are not able to access tournament live support, a Match: Scores Dispute ticket should be created. The URL for the image(s)/video must be attached to a dispute ticket. The issue must be clearly stated as well as the time in the video in which the issue occurred, and/or what the Administration official should be looking for in the picture/video.

    Support


    1. Tickets & Live Support: Tournament support can be requested by creating a Support Ticket or Live Support. For issues with registration, missing tournament achievements, and general tournament questions, a “Tournament Question/Issues” Ticket should be created. For all tournament match issues, a “Solve My Dispute” Ticket should be created.
    2. Live Support Limit: Only one (1) Player per Team should use Live Support for in-game issues and that Player should stay on live support until an Administration official answers their call.
    3. Listen for Instructions: If an Administration official is called into a Game, Players must keep the Administration official un-muted at all times.
    4. Abuse: Verbal and/or written abuse of an Administration official will not be tolerated through any medium. This includes, but is not limited to, voice communications in game, voice messages, live support chats, written messages on GameBattles, Twitter, Facebook, etc. Violators of this rule may be subject to a penalty or penalties as set forth in Section 7 of the Handbook.
    5. Technical Issues: If you are having technical issues, please contact support@mlg.tv.
    6. Decisions Are Final: Administration shall have the final decision in all matters related to this Tournament. If a Player feels the decision is unjust and/or goes against these Official Rules or the Handbook, an Arena: Staff Report Ticket should be submitted for review. Please include any information and proof pertinent to the issue.

    Penalties


    1. Restricted Items: Use of any restricted item(s) that affects gameplay will result in a forfeit of the Game.
    2. Equipment: Players may not use a Turbo controller, a Button Macro controller or Keyboard/Mouse. Turbo controllers allow Players to press a button that results in their Character performing a set of actions that would normally require the Player to press the same button multiple times. Button Macro controllers allow Players to press a button that results in their Character performing a set of actions that would normally require the Player to press multiple buttons. The team using the ineligible equipment will forfeit that Game(s) of the Match it was used on.
    3. IP Flooding (DDoS Attacks): Performing or assisting with a DDoS attack of your opponent will result in immediate disqualification of that Team. All players on that team will be permanently banned from future CWL events and suspended from GameBattles for up to seven hundred and thirty (730) days.
    4. Evading a Tournament or Severe Site Ban: Any Player found evading a severe site ban or one related to Online Tournaments will be disqualified from this Tournament at the discretion of Administration. If that Player participates in any part of the Match during the first Tournament round, that team will forfeit the Game(s) that were played. If that Player participates in any part of a Match after the first Tournament round, that Team will be disqualified from the Tournament. The offending Player(s) will be subject to penalties as set forth in Section 7 of the Handbook and suspended from GameBattles for up to ninety (90) days.
    5. Account Recovering PSN Accounts: Tournament participants are forbidden to allow others to play in this competition in place of them by sharing PSN accounts. The offending Team will forfeit the entire Match. The offending Players may also receive a penalty or penalties as set forth in Section 7 of the Handbook, and/or be suspended from the GameBattles site for up to thirty (30) days.
    6. Modified Console/Hacks/Mods: Use of a modified/jail broken console, in game hacks, and/or mods will result in the immediate disqualification of that Team. The Player(s) using the modified console, hacks, and/or mods may be subject to penalties as set forth in Section 7 of the Handbook; disqualified from future CWL events and/or suspended from GameBattles for up to seven hundred and thirty (730) days. The rest of the team will be suspended for up to ninety (90) days.
    7. Lack of Cooperation: Failing to comply with Administration’s directions and/or requests may result in the forfeit of a Game, or the entire Match. Verbal or written abuse of a Administration staff may result in a penalty as set forth in Section 7 of the Handbook and will result in a suspension from GameBattles for up to twenty (20) days.

    General


    1. Team Management: If leadership of a tournament team is transferred to another member of that team, that person gives up all team editing privileges (adding/removing players, disbanding team, etc.).
    2. Valid PSN ID: All PSN IDs on a team’s roster must be valid. Each Player on the Roster must legitimately own their Player ID. A PSN ID’s spelling and spaces must be exact, but the correct case is not necessary. PSN IDs may not contain foul language, disparaging remarks, hateful or racist names. Any changes to a team roster after the tournament has been seeded is at the discretion of tournament staff. This includes changes to PSN IDs . PSN ID’s must be linked to a player's GB/MLG Account before the start of the Tournament bracket play.
    3. Privacy & Impersonation: Individuals are prohibited from sharing account information stored on GameBattles with another person for any reason. This includes, but is not limited to, the following: usernames, passwords, PSN IDs, email accounts, etc. Individuals may not use another Player’s PSN ID Account in a Game. Individuals may not allow another Player to use their PSN ID Account in a Game. Players who break this rule may be disqualified from the Tournament. In game IP checks will be administered at the discretion of the Online Tournament Staff. This will ensure no one is account recovering and attempting to play on another person's account. However, IP checks will not be given after the match has been completed.
    4. Grant of Rights: By participating in a CWL Tournament, each player hereby grants MLG and Administration the rights and license set forth in Section 13 of the Handbook.
    5. Finish Games: If a Player’s connection to the server becomes unreasonable during a Game, the Game must still be played. The lag incident should be reported to tournament support immediately following that Game.
